Request for Proposal for ECRTA Mobile Fare Payment (RFP-2020-007)

ECO Transit is soliciting proposals from qualified vendors for the development and implementation of a Transit Mobile Fare Payment System (the “Project”). A non-mandatory pre-proposal virtual conference will be held on July 8, 2020 at 10 a.m., local time. Questions, clarifications, and proposal documents shall be clearly marked with the RFP number (RFP-2020-007). All questions and clarifications to any requirement of the RFP are due no later than July 10, 2020.

Proposals for the Project must be sent to Lance Trujillo, Transit Technology Administrator, via U.S. mail addressed to the ECO Transit, ATTN: Lance Trujillo, Transit Technology Administrator, P.O. Box 1070, Gypsum, CO 81637; or by FedEx, UPS, DHL, or hand delivered to the ECO Transit Department, ATTN: Lance Trujillo, 3289 Cooley Mesa Road, Gypsum Colorado, 81637. Proposals shall be submitted in a sealed envelope clearly marked “Proposal for ECRTA Mobile Fare Payment” on the outside of the envelope/package (the “Sealed Proposal”). The outside of the envelope must also contain the name and address of the Proposer. Proposals must be received on or before 4 p.m., MDT on August 12, 2020 in order to be considered. All documents submitted with the Proposal shall be clearly marked with the Proposer’s name. Any Proposal received after this time will not be considered and will be returned to the Proposer unopened unless good cause is shown as determined by ECO Transit in its sole discretion.

ECO Transit reserves the right, in its sole discretion, to accept or reject any and all Proposals, to waive any informality or technicality in any Proposal, to negotiate contract terms with a Proposer, to add or delete work on the Proposal and adjust cost accordingly, to disregard all non-conforming, non-responsive or conditional Proposals and to postpone the award of the Project Agreement after review of the Proposals.
