Eagle County Innovation & Technology - Broadband Service Study in Unincorporated Eagle County.

The Eagle County Board of County Commissioners (BoCC) is seeking assistance with better understanding the current situation concerning both the availability and quality of Broadband services that the citizens living in the unincorporated areas of Eagle County can access.

Proposals are due by Monday, Feb. 17, 2020, 5 p.m. MST. and should be directed to: broadbandstudy@eaglecounty.us.

Business Objectives

There are presently several local initiatives (both private and public) within the various incorporated town boundaries of Eagle County focused on improving Broadband services. At the same time, very little specific action pertaining to local Broadband needs and services has been specifically focused on the unincorporated areas, which in total comprise approximately 40% of the population of Eagle County.

As published information currently available pertaining to the quality of Broadband services is highly unreliable, the BoCC would like to undertake a study focused on gaining an improved understanding regarding the state of existing Broadband services available to citizens of unincorporated Eagle County. Upon the successful conclusion of the proposed study, resulting information should better position the BoCC to make informed decisions going forward concerning future public investment opportunities in selected Broadband initiatives.

Business Requirements

Collecting, compiling, and presenting information focused on refining the BoCC’s understanding of Broadband service availability and quality within each of the unincorporated Eagle County population centers.

  • Approximate percentage of population with access to Broadband service levels (per current FCC definition).
  • Approximate percentage of population that are unserved / underserved in terms of Broadband service levels (per current FCC definition).Approximate average speed Internet access speed data.
  • Number of service providers offering Broadband services with associated delivery mechanisms (e.g. Fiber, DSL, wireless, etc.).
  • Resident satisfaction levels with local Broadband services.
  • To the extent possible, any information that can be broken down in terms of service provider would also be welcomed.
  • Any other pertinent information which would help clarify existing availability and quality of Broadband services for each relevant population center.

Intent is that the selected applicant will ultimately present study results live at a future BoCC meeting. It is expected that supporting work artifacts will also be delivered to Eagle County by that time.  

Response Guidelines

When responding to this request, please include the following information:

  • Background information regarding your organization's qualifications to conduct proposed study.
  • References to prior like kind studies which your organization has performed.  Examples of prior work products are encouraged
  • A narrative outlining what your intended approach would be in order to meet the study’s Business Objectives and Requirements
  • Relevant pricing information. Providing multiple tiered options is welcomed.
  • General availability and timing.

Eagle County Road & Bridge - 2020 Eagle County Gravel Project.

Eagle County Government is requesting bids for the 2020 Eagle County Gravel Project. The closing date for receiving Bids is Thursday, Feb. 27, 2020 at 10 a.m. in the office of the Eagle County Road & Bridge Department. At such time, all Bids will be opened and read aloud in the Road & Bridge office. Road & Bridge will review all Bids prior to a formal presentation to the Board of County Commissioners. All bids are to be sent or delivered via ground shipping, U.S. Mail or hand delivery to:

Note: BID ENVELOPE MUST BE SEALED AND MARKED “Eagle County 2020 Gravel Project” (the “Bid”). The outside of the envelope must also contain the name and address of the Bidder. The Bid shall be accompanied by the required Bid Security and other required documents. No telephone, email or facsimile Bids will be accepted. All documents submitted with the Bid shall be clearly marked with the bidder’s name.

No Bids will be considered which are received after the date and time set forth above and any Bids received after such date and time shall be returned to the bidder and will not be considered under any circumstances. Sole responsibility rests with the bidder to ensure that their Bid is received on time at the stated location.

Eagle County reserves the right, in its sole discretion, to accept or reject any and all Bids, to waive any informality or technicality in any Bid, to negotiate contract terms with a bidder, to disregard all non-conforming, non-responsive or conditional Bids and to postpone the award of the Project Agreement for a period not exceeding ninety (90) days after the Bid opening. Discrepancies between words and figures will be resolved in favor of words. Discrepancies between the indicated sum of any column of figures, and the correct sum thereof, will be resolved in favor of the correct sum.

All questions about the meaning or intent of the Contract Documents shall be submitted to the Road & Bridge Director in writing. Replies will be issued by Addenda mailed or delivered to all parties recorded by the Road & Bridge Director as having received the Bidding Documents. Questions received less than ten (10) days prior to the date for opening of bids will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.

Eagle County Road & Bridge - Supply of Magnesium Chloride

Eagle County Government is requesting bids for the supply of Magnesium Chloride, f.o.b. Glenwood Springs Rail Yards, Devereux Road, Glenwood Springs, Colorado and the Gypsum Rail Yards, Railroad Avenue, Gypsum, Colorado.

The closing date for receiving bids is Thursday, Feb. 27, 2020 at 11 a.m. in the office of the Eagle County Road & Bridge Department. At such time bids will be opened and read aloud in the Road & Bridge office. Road & Bridge will review all bids prior to a formal presentation to the Board of County Commissioners. Note: BID ENVELOPE MUST BE MARKED “2020 Magnesium Chloride Project”
