Facilities - Request for Proposal for Plumbing On-Call Services

Eagle County is soliciting proposals for qualifications and experience from plumbing contractors for on-call general services. The County has numerous facilities in the Eagle and Roaring Fork Valleys needing maintenance services and modifications. This Request for Proposal will be non-exclusive. Eagle County reserves the right to purchase supplies or services from other third parties. 

Proposals must be received by FedEx, UPS, DHL, email or hand delivered to the Facilities Management Department, 3289 Cooley Mesa Road, Gypsum, CO 81637, ron.siebert@eaglecounty.us on or before 2 p.m. MST, Feb. 14, 2019. Any proposal received after this time will not be considered and will be returned to the respondent unopened unless good cause is shown as determined by Eagle County in its sole discretion.

Sustainable Communities - Request for Proposals to Develop Resilience Plan for Eagle County, Colorado

Eagle County is soliciting proposals for the services of a consultant to develop a Community Resilience Plan (the “Plan”) to assist the  County and its partners in identifying and mitigating against the risk of environmental, economic and health impacts resulting from climate change. The Plan deliverable will include a final document with direct actionable recommendations to address identified risk factors affecting resilience of the Eagle County mountain region.

The project scope of work includes completion of a needs assessment, stakeholder process, plan development, and public presentation to take place from April through October 2019.

This Request for Proposals (“RFP”) will be non-exclusive. Eagle County reserves the right to purchase supplies or services from or contract with other professionals or consultants.

Proposals must be submitted via email to adam.palmer@eaglecounty.us by 5 pm, Friday, Feb. 15, 2019. Any proposal received after this time will not be considered.

Road & Bridge - Requesting bids for the supply of Magnesium Chloride, f.o.b. Glenwood Springs Rail Yards, Devereux Road, Glenwood Springs, Colorado and the Gypsum Rail Yards, Railroad Avenue, Gypsum, Colorado.

The closing date for receiving bids is Thursday, Feb. 21, 2019 at 11 a.m. in the office of the Eagle County Road & Bridge Department. At such time bids will be opened and read aloud in the Road & Bridge office. Road & Bridge will review all bids prior to a formal presentation to the Board of County Commissioners.

Eagle County reserves the right to reject any or all bids and to waive informalities with respect thereto.

Note: BID ENVELOPE MUST BE SEALED AND MARKED “Eagle County 2019 Gravel Project” (the “Bid”). The outside of the envelope must also contain the name and address of the Bidder. The Bid shall be accompanied by the required Bid Security and other required documents. No telephone, email or facsimile Bids will be accepted. All documents submitted with the Bid shall be clearly marked with the bidder’s name.

Eagle County reserves the right, in its sole discretion, to accept or reject any and all Bids, to waive any informality or technicality in any Bid, to negotiate contract terms with a bidder, to disregard all non-conforming, non-responsive or conditional Bids and to postpone the award of the Project Agreement for a period not exceeding ninety (90) days after the Bid opening. Discrepancies between words and figures will be resolved in favor of words. Discrepancies between the indicated sum of any column of figures, and the correct sum thereof, will be resolved in favor of the correct sum.

All questions about the meaning or intent of the Contract Documents shall be submitted to the Road & Bridge Director in writing.  Replies will be issued by Addenda mailed or delivered to all parties recorded by the Road & Bridge Director as having received the Bidding Documents. Questions received less than ten (10) days prior to the date for opening of bids will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.

Open Space - Request for Proposals for lease and management of agricultural operations on the Brush Creek Valley Ranch and Open Space

Proposals must be sent to Diane Mauriello, Eagle County Open Space Manager via email to diane.mauriello@eaglecounty.us, via ground shipping (i.e. Fed Ex, UPS), or via hand delivery to the Eagle County Open Space Department, 500 Broadway, Eagle, Colorado 81631. Do not send Proposals by US Mail. Proposals submitted by ground shipping or hand delivery shall be submitted in a sealed envelope and both the sealed envelope and email proposals shall be clearly marked “PROPOSAL FOR LEASE AND MANAGEMENT OF AGRICULTURAL OPERATIONS ON THE BRUSH CREEK VALLEY RANCH AND OPEN SPACE” on the outside of the envelope/package or in the email subject line. MANDATORY MEETING AND PROPERTY VISIT: All Respondents are required to attend a mandatory pre-proposal meeting and Property visit on Feb. 19, 2019 at 1 p.m. at 4381 Brush Creek Road, Eagle, Colorado 81631. Please allow two (2) hours for the meeting. You or a representative from your organization must be in attendance at the meeting. Eagle County Government is requesting bids for the Eagle County 2019 Overlay Project. This Project generally includes an asphalt overlay to the Frying Pan River Road in the Basalt area (“Project 1”) in Eagle County:

No bids will be considered which are received after the date and time set forth above and any bids received after such date and time shall be returned to the bidder and will not be considered under any circumstances. Eagle County Emergency Management - Request for Proposals for On-Call Emergency Services and Supplies

Eagle County is soliciting proposals for the provision of services and supplies that might be needed in emergency situations in northwest Colorado for one year from the date of award. This Request for Proposals (“RFP”) will be non-exclusive. Eagle County reserves the right to purchase supplies or services from multiple parties. 

Eagle County is part of the Northwest All Hazards Emergency Management Region (“NWAHEMR”) which is comprised of Eagle, Garfield, Grand, Jackson, Mesa, Moffat, Pitkin, Rio Blanco, Routt and Summit Counties. Counties other than Eagle County may also be seeking emergency services and supplies. Links to websites which may contain proposal documents for vendors interested in providing services and supplies in other counties are set forth below. Nothing herein shall create an obligation on the part of any county. 

The types of services, supplies, materials and equipment being sought on an on-call emergency basis by Eagle County include, without limitation, food services, lodging, sand bags, potable/bottled water, port-a-potties, engineering services, heavy equipment and such other services and supplies as may be necessary in an emergency. If you have a question about whether the services or supplies you offer are responsive to this RFP, please contact Barry Smith at set forth below. 

Those vendors desiring to provide emergency services and supplies to Eagle County, Colorado should respond to this RFP prior to 5 p.m. on June 30, 2019. Vendors with fully executed agreements in place with Eagle County at the time of an emergency will be contacted to provide their specific services and/or supplies before vendors without an agreement are engaged. 

Participation from small and minority businesses, women’s business enterprise and labor surplus area firms is encouraged.
