Keeping your home warm in winter, affording emergency repairs, and ensuring utility services are not disrupted can be a challenge for anyone on a limited income. Fortunately, there are a variety of programs providing assistance to households that qualify to keep your home comfortable and safe. 

Low-Income Energy Assistance Program (LEAP)

The Colorado Low-income Energy Assistance Program (LEAP) is a federally funded program that helps eligible hard-working Colorado families, seniors and individuals pay a portion of their winter home heating costs. The LEAP program works to keep our communities warm during the winter (November through April) by providing assistance with heating costs, equipment repair and/or replacement of inoperable heating tools. While the program is not intended to pay the entire cost of home heating, we aim to help alleviate some of the burdens that come with Colorado's colder months.

If you are eligible for LEAP, you may also qualify for other benefits listed below:

Crisis Intervention Program
Operates year-round and provides assistance with the repair or replacement of the home's primary heating system such as a furnace or wood-burning stove.

Weatherization Program
Program is offered through the Governor's Energy Office and is designed to improve the energy efficiency in homes throughout Colorado, helping to permanently reduce heating costs.

Colorado also offers a rebate of property tax, rent and heat expenses to low-income seniors and disabled persons. Known as the Property Tax/Rent/Heat Credit (PTC) rebate, the maximum property tax rebate is $660 and the maximum heat expenses rebate is $192. The Colorado Department of Revenue administers the rebate.
Energy Smart Colorado CARE Program

Several Energy Smart Colorado partners collaborate with Energy Outreach Colorado’s Colorado Affordable Residential Energy (CARE) program to assist income-qualified residents in improving the comfort, safety and efficiency of their home.

This program provides the following, free of charge, for qualifying residents:

  1. A home energy assessment or walk-through to identify energy improvements for the home.

  2. Energy upgrades, depending on the home’s priorities, to help households take control over utility bills, improve the comfort and safety of the home, and save money each month.

Northwest Colorado Council of Governments Weatherization Program
The Energy Management Program, also known as Weatherization, weatherizes low and moderate income homes to reduce their fuel consumption and heating costs. If you qualify for this program you may receive: caulking, weather stripping, insulation, storm windows, furnace tune-up, furnace replacement, refrigerator replacement and more free of charge. GRID Alternatives Colorado
GRID Alternatives Colorado has partnered with Holy Cross Energy to help qualifying members save up to 50% on their electric bill by offering no cost, 2-year community solar subscriptions. In order to qualify you must be a member of Holy Cross Energy and must be at or below the household income limits in place for this program.
