Protecting Our Community's Most Vulnerable Adults
Adult Protection Services (APS) provides assistance to vulnerable adults who are at risk of abuse, neglect or exploitation.

At-risk adults are persons age 18 and older who are unable to provide or obtain services necessary for their health, safety, and welfare OR who lack the capacity to make or understand responsible decisions. Conditions that increase risk include dementia, physical or medical frailty, developmental disabilities, brain injury, behavioral disorders, and mental illness. Approximately 51% of at-risk adults served by APS have multiple conditions.

If you suspect an at-risk adult may be experiencing mistreatment or is self-neglecting his or her basic needs, call the Statewide Hotline: 1-844-264-5437.
Mistreatment includes physical abuse, sexual abuse, caretaker neglect, exploitation, and other harmful acts committed by another person against an at-risk adult. Self-neglect occurs when the at-risk adult substantially endangers their health, safety, and welfare because they are not meeting their essential human needs.

Protection Services Include:elderly person's hands

  • Receiving and investigating reports of abuse, neglect or exploitation
  • Providing casework and counseling services
  • Arranging and coordinating supportive and in-home services
  • Providing information and referrals to community resources, including public assistance programs
  • Assisting with guardianships, conservatorships and placements
  • For emergencies call local law enforcement or 911.
Case Management Prevention Services for Adults Include:

  • Health care and behavioral health care services, including navigating Medicare
  • Financial resources
    • State & Federal Programs: Apply online for all state and federal food, medical, child care, energy, and cash assistance programs at Colorado.gov/Peak or call 970-328-8888 with questions.
  • Local food resources , including home delivered meals
  • Transportation resources
  • Ombudsman and legal referrals
  • Individualize goal setting
  • Veteran’s services
