History and Overview

Initially approved by voters in 2002, Eagle County’ Open Space Program is funded by a dedicated 1.5 mill levy tax on property. Through the dedicated work of county employees, non-profit partners and organizations, and concerned constituents, the mill levy was reauthorized in November of 2018 by an overwhelming  81% of the electorate. As of 2019, Eagle County’s Open Space Program has protected over 13,000 acres of open space; conserving important river frontage, adding connectivity to the local trail systems managed by the USFS, BLM, and local municipalities, and forever protecting working farms and ranches through land preservation agreements and conservation easements.

The mission of the Eagle County Open Space Program is to acquire or preserve properties that meet one or more of the following goals:

  • Protection of wildlife habitat or wildlife movement corridors

  • Maintaining the scenic quality and viewsheds that contribute to Eagle County’s sense of natural beauty

  • Protection of riparian areas, floodplains, and other sensitive, unique, or endangered ecosystems and environments

  • Providing access to rivers, streams, and public lands and improving opportunities for high-quality dispersed recreation

  • Preserving working farms and ranches that provide a sense of heritage and history

  • Providing physical and visual buffers to promote community separation and distinction.

The Open Space Program is supported and directed by the Open Space Advisory Committee. The Open Space Advisory Committee (OSAC) was created to evaluate and fund projects that would permanently preserve lands of significant scenic, cultural or environmental quality within the county. Using specific Open Space Criteria, OSAC members evaluate potential open space properties and provide recommendations to the Board of County Commissioners regarding land acquisitions, site improvement plans and organizational development of the Open Space Program.  


OSAC meets on the second Monday of each month from 5:30 - 7:30 p.m. Field trips are often required.
