Commissioners adopt 2016 budget

Dec. 8, 2015 – The Eagle County Board of Commissioners unanimously approved the county’s 2016 budget at their regular meeting on Dec. 8, following an in-depth public presentation in November.

As adopted, General Fund operating expenditures will be approximately $40.4 million in 2016, representing a 2.8 percent decrease from 2015 expenses. The Board of Commissioners has set a General Fund reserve minimum of $13.1 million for next year.

Across all funds, expenditures are budgeted at $109 million, down from $150 million in 2015. The reduction is primarily due to large capital projects funded in 2015 for Road & Bridge and the Eagle County Regional Airport.

The 2016 budget was developed in support of the commissioners’ strategic plan, including the following goals:

  • Eagle County is Financially Sound
  • Eagle County Protects the Natural Environment
  • Eagle County Promotes a Diverse and Resilient Economy
  • Eagle County is a High-Performing Organization
  • Eagle County is a Great Place to Live for All

In their discussion, the commissioners reiterated a change in funding philosophy versus past years and acknowledged comments received from some non-profit agencies. Instead of a competitive community grant process, contracts with outside agencies that deliver services in direct alignment with the strategic plan are included within departmental budgets. In addition, the commissioners have committed $100,000 to the United Way of Eagle River Valley for programs and services supporting social investment, including enhancing access to shelter, medical care, food, employment, safety and early childhood development.

The board also approved a total combined mill levy of 8.499 for 2016, an amount which has remained unchanged since 2004. The board will certify mill levies for other taxing districts in the county on Dec. 18.
