Emergency Management - Request for Proposal and Qualifications Emergency Operations Center

Eagle County is soliciting request for proposals and experience from General Contractors for Construction Services for the new Emergency Operations Center in Eagle, Colorado. Selection will be based on an evaluation of factors including recent experience in local knowledge of the region, reputation, background, qualification of staff, familiarity with the Eagle County, cost and degree of interest shown.

This project is supported by grant #12EM13EAGL, issued by the Division of Homeland Security and Emergency Management.

Sealed request for proposals will be received at the Facilities Management Office, P.O. Box 850, Eagle Colorado, 81631 or 3289 Cooley Mesa Road, Building A, Gypsum Colorado, 81637, until 3 p.m., local time, Tuesday, June 25, 2013 at which time they will be opened and read aloud at 3289 Cooley Mesa Road, Building A, Gypsum, Colorado 81637. Any request for proposals received after this time will be returned unopened. Proposals will be evaluated only from those firms that meet the minimum criteria as set forth in the complete Request for Proposals document.

Attorney's Office - Request for Qualification for Hearing Referees for the 2013 Board of Equalization

The Eagle County Board of Equalization (CBOE) is soliciting statements of qualifications and experience for hearing referees for the 2013 Board of Equalization tax protest and adjustment process. Referees will conduct hearings on behalf the CBOE during the 2013 protest and appeal period, make findings and submit recommendations to the Board for its final action pursuant to the terms of C.R.S. § 39-8-101 et. seq. Candidates must be experienced in property valuation, preferably having a professional appraisal or legal background or both.  Hearing referees will be needed to serve on an as needed basis from July 1, 2013 through July 29, 2013.

Minimum Qualifications:  High school diploma or equivalent, and minimum ten years of professional work experience involving the valuation of Colorado real property; or J.D.; or any combination of education and experience that produces the required knowledge, skills and abilities necessary to conduct hearings and make well informed recommendations to the Board.  Selection will be based on an evaluation of factors including, but not limited to, appraisal experience, local knowledge of the region, and capacity to meet deadlines associated with 2013 appeal period.

ECO Transit - Request for Proprosals for Transit Hub and Park and Ride Study

The Eagle County Regional Transportation Authority, DBA Eagle County Transit (ECO Transit) is requesting written proposals from consultant firms to develop a Transit Hub and Park and Ride Study. Based on the findings of the recently completed and attached Feeder Circulator Feasibility Study; future transit hubs, transfer locations, park and rides, or drop off points to best connect feeder systems to the regional spine now need to be identified. The consultant is to complete a valley wide Transit Hub and Park and Ride Study to encompass all local jurisdictions in Eagle County based on both current conditions and future needs. Work will include creating an inventory of existing facilities and identifying gaps. Conceptual design and estimated pricing ranges also need to be included in the process.

Requests for clarifications to the Scope of Work must be directed in writing and submitted via email to Ms. Kelley Collier at kelley.collier@eaglecounty.us by 5 p.m. local time on Tuesday, May 21, 2013.

One (1) signed original of the attached complete proposal package, which includes the technical proposal file separate from the price proposal file, must be scanned and sent in electronic format by email to be received no later than 5 p.m. MDT on Thursday, June 6, 2013. Engineering - Stone Creek Flood Hazard Mitigation Project Invitation to Bid

Eagle County Engineering is requesting bids for the construction of a flood hazard mitigation project in the EagleVail community. The project consists of channel modifications in three areas along a flood bypass channel, including repaving of approximately 265 square yards of golf course cart path, construction of a new concrete headwall and diversion structure of approximately 20 cubic yards, construction of a boulder overflow structure of approximately 20 square yards, and completion of a concrete outlet structure and piping connection at Trout Pond. $180,000 of the project is funded by a grant from the Flood Mitigation Assistance Program through FEMA. This amount represents 75 percent of the grant award. The remainder (25%) of the grant award is funded by local fund sources. The total grant award includes construction, design, and project improvement categories.  This project was supported by the Colorado Department of Public Safety, Division of Homeland Security and Emergency Management.
