Eagle County ECO Trails – Horn Ranch Open Space Trail Project 

Notice of Withdrawal of Bids: The purpose of this Notice is to inform potential respondents that Eagle County is hereby withdrawing the Invitation for Bids for the Eagle to Horn Ranch Trail project dated February 24, 2017, including all Bid Documents and addenda thereto.

Notice is hereby given that a new Request for Proposals (RFP) and a new set of Proposal Documents will be issued on April 28, 2017. With the new RFP, the County will be seeking proposals for pre-construction design services, as part of a Construction Manager/ Prime Contractor agreement. The overall goal and design of the project remains the same.

A mandatory pre‐proposal meeting will be held on Thursday, April 13, at 1 p.m. MDT at the ECO Trail offices, Building B meeting room, 3289 Cooley Mesa Road, Gypsum, Colorado, 81637. General contractors are required to attend. Sub‐contractors are not required to attend.

Proposal Documents: As of 8 a.m., Friday, April 28, 2017, Proposal Documents will be available electronically at www.eaglecounty.us/rfp/.   

Proposal Submittal: Proposals must be received by 3 p.m. (MDT) on Wednesday, May 10, 2017 in order to be considered. All Proposals will be reviewed by a committee .

Questions Due: The last day for interpretation of the Proposal Documents is Friday, May 5 at 5 p.m. All questions shall be submitted by email to: kevin.sharkey@eaglecounty.us

The Eagle to Horn Ranch Trail is fully funded and designed. However, we have permitting delays. The delays make it impractical to move forward with the existing contract format. We believe the best way to move the project forward is to hire a general contractor for pre-construction design services which will be fully described in the Proposal Documents. These services will include consulting on plans, costs, scheduling, and value engineering. Once the project budget and construction schedule have been approved, the contractor will have the opportunity to proceed with construction services. All questions and clarifications received to date will be addressed in the new Proposal Documents.

The ECO Trails Program of Eagle County is seeking bids from qualified contractors for construct the 6.4 mile Eagle to Horn Ranch Trail Project as a segment of the Eagle Valley Trail between Town of Eagle and Wolcott. The project purpose is to construct all components of the project in 2017 and 2018. The trail begins at the Nogal Gulch open space parcel owned by the Town of Eagle near the Eagle Public Works yard at 1050 Chambers Avenue and ends on the east border of the Horn Ranch Open Space owned by Eagle County. 

The project components include:

  • 10 foot wide, asphalt paved trail on 6” road base and compacted subgrade, with 1 foot roadbase shoulders each side
  • 19,825 square feet of gravity block walls at various locations throughout the project
  • 150 foot wood, wire and concrete boardwalk structure on the Horn Ranch property to span and protect wetlands
  • Asphalt paving and sign improvements at the existing Horn Ranch Road railroad crossing
  • Installation or extension of drainage pipe of various types, size and length throughout the project

Eagle County Road and Bridge is requesting bids for the Eagle County 2017 Overlay Project

Notice is hereby given that the Eagle County Government is requesting bids for the Eagle County 2017 Overlay project. This Project generally includes an asphalt overlay to the following roads in the Singletree area of Edwards, Colorado (“Project 1”) and to a portion of Brush Creek Road (“Project 2”) all in unincorporated Eagle County:

June Creek Road, Singletree Road from June Creek Road to Berry Creek Road, Rawhide Road, Longhorn Road and Charolais Circle as well as a portion of Brush Creek Road.

Note: BID ENVELOPE MUST BE SEALED AND MARKED “Eagle County 2017 Overlay Project”. The outside of the bid envelope must also contain the name and address of the bidder and shall be accompanied by the required bid security. No telephone, email or facsimile bids will be accepted. All documents submitted with the bid shall be clearly marked with the bidder’s name.

All bids are to be sent or delivered via ground shipping methods (i.e. FedEx, UPS), U.S. Mail or hand delivery to the Eagle County Road and Bridge Department at 3289 Cooley Mesa Road, Gypsum, CO 81637. The closing date for receiving bids is Wednesday, April 26, 2017 at 10:30 a.m. (MDT) in the office of the Eagle County Road & Bridge Department. At such time, all bids will be opened and read aloud in the Road & Bridge office at the physical address identified below.

Eagle County Treasurer is Requesting Proposals for Banking Services

Eagle County is soliciting proposals for banking services. This Request for Proposals (RFP) will be non-exclusive. Eagle County reserves the right to contract for the same or similar services from other professionals.

Proposals must be received by U.S. mail directed the Office of the Eagle County Treasurer, P.O. Box 479, Eagle Colorado 81631 or by FedEx, UPS, DHL, or hand delivered to the Office of the Eagle County Treasurer at 500 Broadway, Eagle, Colorado 81631 on or before 5 p.m. MDT, May 31, 2017. Any proposal received after this time will not be considered and will be returned to the respondent unopened unless good cause is shown as determined by Eagle County in its sole discretion.

Eagle County Human Services is Requesting Applications for Infant and Toddler Quality Improvement and Capacity Expansion Grants

Eagle County Department of Human Services is soliciting proposals for Infant and Toddler Quality Improvement and Capacity Expansion grants. To be eligible for this funding, licensed Eagle County Child Care Providers must be currently participating in both the Colorado Child Care Assistance Program and the Infant and Toddler Quality and Availability Grant Program (ITQA). Eagle County reserves the right to accept and approve proposals from multiple proposers or no proposers.

Proposals must be submitted through the electronic application link included with this RFP on or before 5 p.m. MDT, May 4, 2017. Any proposal received after this time will not be considered unless good cause is shown as determined by Eagle County in its sole discretion.
