ForEagleCounty2013markedaproductiveyearofbringingprojectstofruitionwhilealsomakingsigni-cantstridestowardourfuturegoals.Throughcarefulplanningstrongpartnershipsandthededicationofourteamwecelebratedthecompletionofseverallong-termprojects.Wereproudoftheseaccomplish-mentsandthinkourcommunitywillbetoo.Earlyintheyearnineentitiesnalizedthelong-await-edEagleValleyLandExchange.Thecomplexmulti-yeareortresultedin1549acresofpermanentlyprotectedopenspaceinAvonandEdwards.ThankstotheeortsoftheEGEAirAllianceandourairportteamanewightfromHoustonwasaddedtotheEagleCountyRegionalAirportssummerschedule.TheannouncementwasfollowedbythenewsthatAirCanadawouldprovideweeklyservicefromTorontotoEagleforthe20132014winterseasontherstinterna-tionalightintoEGEsincethe1980s.EagleCountysdedicatedemergencyoperationscenterEOCopeneditsdoorsinthefall.Thefacilityprovidesstrategicsupportduringemergenciesandlargeeventstoassistrespondersintheeld.Phaseonewascompletedwiththehelpofa100000grantfromtheColoradoDivisionofHomelandSecurityandPublicSafety.DuringtheyearwereachedacrosscountylinestopartnerwithGareldandPitkincountiestosecurea750000granttopromotehealthinsuranceenrollmentthroughConnectforHealthColoradothestatesmar-ketplace.InadditioncontributionsfromourdedicatedOpenSpaceFundPitkinCountysOpenSpaceFundand1.6millioningrantsfromGreatOutdoorsColoradoresultedintheSaltonstallandGlassieropenspaceac-quisitionspropertieswhichpreservetheagricultur-alheritageoftheRoaringForkValleytothebenetofresidentsandvisitorsofbothcounties.Whiletakingtimetorecognizetheseaccomplishmentswevekeptaneyetowardthefuture.DuringtheyearagreatdealofgroundworkwaslaidtofurtherourstrategicprioritiesQualityServicesSocialInvestmentEconomicVitalitySustainableCommunitiesandEnvi-ronmentalStewardship.Overthepastveyearsthecountyhasstrengtheneditsnancialpositiondespitetheeconomicdownturn.Aspartofour2014budgetprocesswecompletedacom-prehensivereservestudyandsetaminimumlevelof14millionforourGeneralFundreservetoensureourcontinuedscalstability.Reservesaboveourminimumallowedustoinvestinmorethan60organizationsthatprovideservicesthatsupportthecountysstrategicprioritiesthroughourcommunitygrantsprocess.WevepurchasedanddonatedthelandfortheCastlePeakSeniorCareCommunitywhichwillbeownedandoperatedbyAugustanaCare.Fundraisingeortstoraisethelast4.4millionneededtobuildtheapprox-imately21millionfacilityarewellunderwaylookforgroundbreakingtooccurwithinthenextyear.ECOTransithastransitionedsomeroutestotherstphaseofanewspinesystem.ThesystemchangesarealreadyprovidingmoreecientserviceforourridersandoncefullyimplementedweexpecttoseeimprovedcoordinationamongallthetransitprovidersintheEagleValley.Our15x15environmentalpolicyoutlinesa15percentreductioninspendingonenergyfuelswaterandpaperby2015.Italsosupportsincreasedrecyclingadoptionofrenewableenergysourcesandareductioningreenhousegasemissions.Wereworkingwithlocalandregionalpartnerstoreachthesegoals.Theseinitiativesplusmanymorerepresentourcommitmenttoservethecommunitytothebestofourability.Welookforwardtoworkingwithyouin2014.MessagefromtheCommissionersSaraFisherKathyChandler-HenryJillRyan3
