Aswelookbackon2012wehavemuchtobeproudof.Despitetheslowpaceofoureconomicrecoverywemarkedmanysuccessesonthecalendarthroughoutthecourseofaneventfulyear.InJanuarytheHousingDepartmentcontinuedworkingwiththeU.S.DepartmentofHousingandUrbanDevelopmenttorenanceLakeCreekApartments.Thedealclosed12monthslaterfreeingupfundstomovetheseniorcarefacilityoneofourtopprioritiesclosertofruition.InFebruaryEagleCountyentitieswerethersttosignthehistoricColoradoRiverCooperativeAgreementwithDenverWaterandapproximately40WesternSlopewaterproviderslocalgovernmentsandskiresortoperators.ThedealsignaledimprovementinstatewidecooperationonColoradoRiverwaterissues.Marchbroughtrerestrictionsandearlysignsofthedrysummertocome.TheEagleCountySheriffsOfceworkedcooperativelywithotheremergencyresponderstoeducatethecommunityonpreparedness.TheEbyCreekFireandseveralincidentsinAvonaswellasimagesfromFrontRangeresunderscoredoneofthedriestsummersonrecord.LowwaterintheriversinMayandJuneallowedearlycompletionofnewenhancementsatStateBridgeRiverAccessandTwoBridgesRiverAccesstwopublicriveraccesspointsontheColoradoRiveracquiredbyEagleCountyin2011.ImprovementsatDotseroLandingathirdsuchsitewerecompletedlaterinthesummer.InJulyheavyrainspunctuatedthedrought.AashoodandmudslidesleftthousandsofcubicyardsofdebrisonSweetwaterRoadandColoradoRiverRoadwhichkeptthecountysRoadBridgeandEmergencyManagementteamsbusyaroundtheclockfordays.Residentsandcommunityvolunteersjoinedinofferinghelpinghandsandsupport.AlsoinJulyEagleCountyandtheColoradoDepartmentofTransportationcelebratedthecompletionofathree-phaseprojecttoaddshouldersto12milesofU.S.Hwy6betweenEdwardsandEagleajointprojectthatbeganin2008.ByAugustwehadlearnedthatpropertytaxrevenueswereanticipatedtodeclinebyanadditional20percentin2014and2015-afterdropping24percentfrom2011-whichsentdepartmentsbackinSeptembertondanadditional2.5millioninsavingsforthe2013budget.ForperspectiveGeneralFundexpendituresaredownmorethan30percentsince2009duringwhichtimewehaveincreasedreserves.Thiscommitmenttoscalstrengthaswellastotransparencyandaccountabilityforthetaxpayermoneywemanagecontinuestobeembracedatalllevelsofthecounty.OctoberandNovemberwerebusymonthsfortheClerkRecordersteam.Theofcecoordinatedarecord-settingelectionwith75percentofvotescastbeforeElectionDayandanalturnoutof93percentofactivevoters.AlsoinNovembertheEagleValleyLandExchangeAgreementwasapprovedfollowingyearsofeffortbymultiplepublicandprivateentities.Approvalofthelandexchangecamealmost10yearstothedaythatEagleCountyvotersapprovedthededicatedOpenSpaceTax.Asoftheendof2012theOpenSpaceProgramhasprotected6478acresrangingfromneighborhoodopenspacetoworkingranchestoriveraccessparcelstocommunityseparators.Thisyearwasbyfarthemostproductiveinthehistoryofthatprogram.InDecembertheEagleCountyRegionalAirportdebutedanexpandedpassengersecuritycheckpointstate-of-the-artbaggagescreeningsystemandanewpre-securityretailandrestaurantconcession.Theimprovementswerecompletedintimetowelcomeholidayguests.Theseaccomplishmentsarejustafewofmanycontainedinthisannualreportthatspeaktoourdedicationtoservingourcommunitynowandinthefuture.Theyaremilestonesweareproudtocelebrateasweworktofulllourmissiontobeamodelofexcellenceformountaincommunities.MessagefromtheCommissionerstableofContentsMessagefroMtheCoMMissioners2MessagefroMtheManagers4finanCialoverview6eleCtedoffiCials10healthhuManserviCes16landuseenvironMent19speCialseCtionopenspaCe10Year21publiCworks27transportation32internalserviCes35awardsreCognitions39Credits443
